The Calculation Engine Is The Product
CHEMPAC is not a spreadsheet dressed as a PDF. It runs a deterministic regulatory assessment from your classification and quantity data, then checks its own work before it prints.
Regulatory Arithmetic
SEVESO III Annex I Note 4 is implemented as three independent summations — health (H1–H3), physical (P1–P8) and environmental (E1–E2). Named Part 2 substances override generic Part 1 quantities. Where a substance carries several categories in the same family, the strictest qualifying quantity governs and it is counted once. O1–O3 are assessed individually, not summed.
Classification Authority
Annex I categories are derived from CLP hazard classes and ECHA H-statements, not taken from a free-text field. Where a substance has a harmonised CLP Annex VI Part 3 classification (1,000 entries in the bundled dataset), that legally binding floor is applied automatically and any narrower operator entry is flagged.

The production engine is cross-checked against an independent oracle re-stated from the legal texts in stress-oracle.ts. 347 unit and stress tests run on every build. Engine invariants refuse to generate a report if a dropped category still appears in a summation.
Honest Self-Assessment — What The Engine Does Not Do
- ▪ The CLP Annex VI dataset is a curated repo transcription of 1,000 harmonised entries, not a live ECHA feed. It covers the substances most often held at Seveso establishments; a substance without an entry is assessed purely on the operator-entered classification.
- ▪ The named-substance list is the complete SEVESO III Annex I Part 2 — all 48 entries, matched on CAS number, EC number, UN transport number, name or one of 258 trade synonyms through a single identity resolver shared by the wizard, the CSV importer and the engine. Where a substance is not a named entry, the generic Part 1 categories from its CLP classification apply.
- ▪ Volumetric rows autofill an indicative handbook density from the reference library; only 1.0 t/m³ is assumed when nothing at all is known. An Audit-Ready Bundle requires you to confirm or replace the indicative figure with your own product density.
- ▪ Every bundled dataset carries a version, the date the transcribed legal text applies from, and the date we last reconciled it against the source; each report prints those versions. A transcription past its review budget is flagged internally rather than assumed current — but between reviews an amendment may not yet be reflected.
- ▪ CHEMPAC formats and calculates; it does not file, certify, or give legal advice. Submission to your national competent authority remains your responsibility.
