- Which establishments must keep a hazardous substance inventory?
- Any establishment where dangerous substances listed in Annex I of Directive 2012/18/EU (SEVESO III) are present at or above the qualifying quantities, plus downstream users with REACH duties. National implementing legislation may impose lower thresholds — verify with your competent authority.
- How does the Seveso III summation rule work?
- For each substance you divide the quantity present (q) by the relevant qualifying quantity (Q) for its Annex I category, then sum the ratios per hazard group. A sum of 1 or more places the establishment in that tier. CHEMPAC calculates Σ(q/Q) for both the lower-tier and upper-tier columns and prints the result in the report.
- What identifier formats does the tool require?
- CAS numbers must follow ####-##-# and the check digit is verified arithmetically — the weighted mod-10 sum defined by CAS — so a transposed or mistyped number is rejected rather than merely pattern-matched. EC / List numbers are optional and, when supplied, must follow ###-###-# and satisfy the mod-11 check-digit rule. CLP hazard classes follow Regulation (EC) No 1272/2008 notation, for example Flam. Liq. 2 or Acute Tox. 3.
- What stops me generating an invalid report?
- Step 2 of the wizard runs pre-flight validation on every row as you type, separating blocking errors — an invalid CAS or EC check digit, a missing substance name or storage location, a negative quantity — from advisory warnings such as hazard data implying a different Seveso III category than the one selected. Blocking errors prevent generation entirely.
- Does CHEMPAC submit my inventory to ECHA or my national authority?
- No. CHEMPAC formats your entered data into a standardised inventory layout. Submission to your national competent authority — and any REACH or CLP notification duty toward ECHA — remains entirely your responsibility, which you acknowledge before generating a report.
- Which units should quantities be entered in?
- Kilograms, tonnes or litres. Everything is normalised to tonnes for the Seveso III threshold comparison; litres are treated as approximately one kilogram per litre unless you enter the mass directly.
- What is the difference between the tiers?
- Standard (€89) produces the multi-page PDF inventory report including the Seveso III summation check. The Audit-Ready Bundle (€299) delivers a complete compliance dossier as a single ZIP: the inventory report, the Annex I summation workbook, the CLP classification and hazard annex, the change register, an audit evidence sheet carrying the SHA-256 integrity hash, a draft authority cover letter, a submission checklist, and machine-readable CSV and JSON data.
- Is there an annual licence for larger operators?
- Yes. The Enterprise licence (€4,900 per year) covers unlimited establishments and reports, a REST API for automated submission from your ERP or HSE system, issued and revocable API keys with per-call usage accounting, and on-premise or private-cloud deployment.

It does not constitute legal, environmental, or regulatory certification, and it does not file anything on your behalf. Quantities, CLP classifications, and Seveso III (Directive 2012/18/EU) qualifying quantities must be verified against ECHA guidance, Regulation (EC) No 1907/2006 (REACH), Regulation (EC) No 1272/2008 (CLP), and the applicable national implementing legislation. The operator is solely responsible for submitting this inventory to its national competent authority.
